Estoy disfrutando de mi vida como diplom\u00e1tico en los Pa\u00edses Bajos. Los Pa\u00edses Bajos y Jap\u00f3n tienen una historia muy larga de relaciones, que comenzaron en 1600 y en 1600, por lo que han durado m\u00e1s de 400 a\u00f1os. Hay muchos holandeses que est\u00e1n muy familiarizados con la cultura japonesa. Existe un volumen significativo de actividades econ\u00f3micas en los sectores privados de los dos pa\u00edses. El problema es que la gente suele preocuparse por las im\u00e1genes estereotipadas de otros pa\u00edses. Del mismo modo, si pregunto a los holandeses cu\u00e1l es su impresi\u00f3n de Jap\u00f3n, podr\u00edan decir Monte Fuji y Sushi. El desaf\u00edo para un diplom\u00e1tico es superar estos estereotipos y presentar las situaciones o im\u00e1genes reales del Jap\u00f3n actual.<\/p>\n

Quiz\u00e1s pueda quedarme aqu\u00ed unos tres a\u00f1os. Ya he pasado un a\u00f1o aqu\u00ed desde mi llegada. En los pr\u00f3ximos dos a\u00f1os, quiero hacer todo lo posible para promover la amistad entre los dos pa\u00edses. Para lograrlo, la embajada deber\u00eda apoyar las actividades econ\u00f3micas y los intercambios culturales, como mencion\u00e9 anteriormente, y deber\u00edamos fomentar m\u00e1s visitas de alto nivel entre los dos pa\u00edses.<\/p>\n

Como diplom\u00e1tico, lo primero importante es la integridad, lo segundo es la relaci\u00f3n personal y el tercer elemento es el aprendizaje. Creo que estos tres elementos ser\u00e1n muy cr\u00edticos para la vida diplom\u00e1tica.<\/p>\n

Cuando estuve destinado en nuestra misi\u00f3n permanente ante las Naciones Unidas en Nueva York, visit\u00e9 a muchos de mis hom\u00f3logos en otras misiones como visitas de cortes\u00eda. Uno de ellos me dijo que la relaci\u00f3n personal es la m\u00e1s importante en la diplomacia multilateral. Eso me llam\u00f3 la atenci\u00f3n y se convirti\u00f3 en mi lema como diplom\u00e1tico. En cuanto a la integridad y el aprendizaje, creo que son cualidades comunes a los diplom\u00e1ticos y otras profesiones. Sin integridad, la gente no confiar\u00e1 en ti. En cuanto al aprendizaje, los diplom\u00e1ticos cambiamos de puesto cada tres o cuatro a\u00f1os, y cuando somos destinados a un pa\u00eds, debemos aprender mucho sobre sus antecedentes, historia y cultura. El aprendizaje es bastante com\u00fan e importante para nosotros.<\/p>\n

Los Pa\u00edses Bajos y Jap\u00f3n tienen algunos puntos en com\u00fan, como su avanzada tecnolog\u00eda industrial y sus valores compartidos de libre mercado y econom\u00eda abierta. Por lo tanto, creo que hay muchas oportunidades de colaboraci\u00f3n para los sectores privados de ambos pa\u00edses, especialmente en inteligencia artificial, semiconductores, energ\u00eda verde y computaci\u00f3n cu\u00e1ntica. Sin embargo, tambi\u00e9n creo que hay una diferencia significativa del lado japon\u00e9s. Dije que se sabe que los holandeses son muy directos, pero los japoneses no. Hay una gran brecha entre lo que dicen los japoneses y lo que quieren decir. Esto se llama honne y tatemae. Honne es su verdadera intenci\u00f3n y tatemae es su fachada p\u00fablica. Esto podr\u00eda dificultar que los extranjeros comprendan la verdadera intenci\u00f3n de los japoneses cuando hacen negocios en Jap\u00f3n. \u00c9sa es una cuesti\u00f3n importante. Por lo que he o\u00eddo de los empresarios japoneses que trabajan en este pa\u00eds, no tienen quejas ni problemas graves. Por ejemplo, la C\u00e1mara de Comercio Japonesa en Amsterdam tiene alrededor de 370 empresas como miembros. Les va muy bien aqu\u00ed y no he o\u00eddo ninguna queja de ellos sobre las pol\u00edticas del gobierno holand\u00e9s. Entonces, creo que este pa\u00eds es un muy buen pa\u00eds anfitri\u00f3n para empresas extranjeras.<\/p>\n

En el marco de los intercambios culturales y en este nivel econ\u00f3mico, \u00bftiene opiniones firmes sobre el uso del poder blando para mejorar las relaciones, por ejemplo, entre Jap\u00f3n y los Pa\u00edses Bajos?<\/p>\n

Por supuesto, el poder blando puede ser una herramienta muy poderosa para la diplomacia. Pero debo admitir que al gobierno no le resulta f\u00e1cil controlar el poder blando. Para Jap\u00f3n, el poder blando puede provenir de la cocina, el manga, la animaci\u00f3n y las artes japonesas. Sin embargo, son iniciados y proporcionados por particulares y empresas que no est\u00e1n relacionados con la pol\u00edtica gubernamental. Lo que el gobierno puede hacer es utilizar el poder blando de estos elementos culturales, pero no crearlos. \u00c9se es el desaf\u00edo para nosotros, los funcionarios del gobierno. Llevo 40 a\u00f1os en el mundo diplom\u00e1tico. Estos 40 a\u00f1os fueron una \u00e9poca muy pac\u00edfica y estable con prosperidad. Pero la situaci\u00f3n internacional es impredecible y no s\u00e9 qu\u00e9 pasar\u00e1 en los pr\u00f3ximos 10 o 20 a\u00f1os. Por tanto, las generaciones m\u00e1s j\u00f3venes deben estar preparadas para tal incertidumbre e imprevisibilidad. La segunda cosa es que los j\u00f3venes deben mantenerse al d\u00eda con el desarrollo tecnol\u00f3gico. La tecnolog\u00eda avanza muy r\u00e1pido hoy en d\u00eda y me preocupa especialmente el progreso de la IA. En mi carrera diplom\u00e1tica, las partes m\u00e1s importantes de mi trabajo fueron redactar documentos, hacer res\u00famenes de reuniones e interpretar para personas. Pero estas funciones pueden ser sustituidas por la IA hoy en d\u00eda, y no s\u00e9 c\u00f3mo afectar\u00e1 la IA a la vida de los diplom\u00e1ticos en el futuro.<\/p>\n

Entonces, \u00bfcu\u00e1l ser\u00e1 el valor a\u00f1adido para los diplom\u00e1ticos? \u00c9se es el segundo desaf\u00edo.<\/p>\n

Creo que el valor a\u00f1adido para los diplom\u00e1ticos deber\u00edan ser las relaciones personales con otros diplom\u00e1ticos y negociadores. Estas relaciones personales y esa qu\u00edmica personal podr\u00edan cambiar la naturaleza y el resultado de las negociaciones. Creo que los diplom\u00e1ticos no deben ni pueden ser como una m\u00e1quina y tenemos que ser muy humanos.<\/p>\n
